Beautiful but ridiculously hot outside. If it's in the 30s, try the seats just inside. You can see out and enjoy the air conditioning as well!
Stairs for 25th floor viewing platform are on 23rd floor. Don't forget the viewing platform on the back, above Waterloo station!
